Building of systemic support system for small-and-medium-sized enterprises in Vietnam : toward an integrated system

Abstract:
Thesis presents a study on how to build a systemic support system for Small and Medium Sized Enterprises (SMEs) which is toward to an integrated system. The government has concerned about SMEs development for nearly twenty years with comprehensive policy, however, it has not met intended expectation. This thing has showed not only in two government documents which are Guidelines for SMEs Support Program (2014) and the statement on the SMEs supporting law (2016), but also in the Agency for Developing Enterprise’ survey (2014). This research uses a framework to analysis the status of SMEs assistant from the early 2000 by analyzing related documents, in-depth interview from central organization to local one, NGOs and SMEs to discover the actual picture. The result on this paper shows that lack of collaboration and overlap service as well as unspecified service quality leading to the current problems. Beside that based on international experience from Japan, Taiwan and European Union to find out useful One-Stop Service lesson. So, to solve the above problem, Vietnam can implement One-Stop Service of the form of combining both eGovernment and Physical service center.
