Toward effective and efficient soft-skill education for elementary student in Ho Chi Minh City Public-Private-Partnerships (PPP)

Abstract:
Based on the framework of theoretical analysis, especially from Principal – Agent theory (PA), and analytical framework of Public-Private partnership (PPP) model, inherited from studies of Huynh Lam Anh Chuong ( 2015), Sabrina Tan (2018), the author conducted research, analysis, through in-depth interviews, collecting data from units implementing the Life Skills Education (LSE) program ... to implement the topic "Towards an effective and efficient life skills education model for elementary students in Ho Chi Minh City: Public-Private-Partnership (PPP)". Through analysis, comparison and verification, the author finds that the problem come from the fact that schools do not have a specific, clear action to implement LS teaching programs for students, or, still not effectively coordinated with private life-skills-education institutions. All reasons are: (i) it doesn’t have specific educational philosophy, (ii) incentive for implementing, (iii) overlapping mechanisms that interfered each other, (iv) there is no specific and legal mechanism for PPP, and (v) there is no general participation of the society. Therefore, based on the analysis results, as well as theory learned from some models in other countries (especially in Singapore and Finland), the author has proposed some policy suggestions to contribute and improve the process of developing, implementing, testing and evaluating LSE programs for students. The solutions revolve around three major issues: policy formulation, policy implementation, policy review and evaluation. In particular, the most important is to suggest for the cooperation between schools and private organizations in the form of PPP.
