Geoeconomic and foreign policy implications of Vietnam’s economic dependence on China

Abstract:
The author applies descriptive analysis to identify asymmetrical dependency in bilateral economic relations and proposes a geoeconomic risk assessment framework. This framework evaluates the risk level, which is positively affected by the degree of asymmetrical relations (the vulnerabilities), the impacts on the receiving economy (the impacts), and the sending state's ability to control economic tools (the threats). Conversely, it is negatively affected by the effectiveness of existing mitigation efforts. The framework employs ordinal occurrence likelihood scales to rank various risk levels.
